Beginning June 1, 2026, Pacific Power is implementing changes to residential customer rates. With these new adjustments, most low- and medium-income customers will pay a lower monthly Base Services Charge, and all customers will pay a lower energy charge per kilowatt-hour of energy used.

The changes will lower bills for customers who need it most (lower-income customers on CARE). Some customers will see bill increases in 2026.
 
Overview

The Base Services Charge (formerly known as the basic charge) is a fixed charge that does not change from month to month. This charge covers the cost of maintaining the electric grid, billing and customer service.

* Customers who aren’t participating in the California Alternate Rates for Energy (CARE) program will pay a higher monthly Base Services Charge than before.

* CARE customers will automatically pay a lower Base Services Charge. Additionally, customers eligible for the new CARE Plus tier will pay an even lower Base Services Charge.

* The energy charge is based on your kilowatt-hour electricity usage. All customers will pay a lower energy rate per kilowatt-hour.

You may qualify if you or a member of your household participates in one or more public assistance programs, or if your household meets program income guidelines.
