GOC has been busy at the State Capitol testifying against bills that undermine our 2A rights and your engagement in the process has been phenomenal.  THANK YOU! Senator Portantino’s SB 1160 is a mere shell of his original “annual registration” bill, but there are other horrible proposals we are fighting – both AB 2917 and AB 3064 are set to be heard in the Assembly Public Safety Committee next Tuesday so those two are our immediate top priorities.  

AB 2917 | Zbur (D)

This bill pertains to Gun Violence Restraining Orders (GRVO/Red Flag Laws) and would expand the conditions under which such an order is issued to include consideration of certain “threats or acts of violence” directed toward another group. This is concerning and highly subjective – especially since carrying the American Flag is seen as triggering and hateful by some folks these days! It’s an anti-free speech and anti-2A bill that deserves to be defeated. SCHEDULED TO BE HEARD IN THE ASSEMBLY PUBLIC SAFETY COMMITTEE ON TUESDAY, APRIL 23.

AB 3064 | Maienschein (D)

AB 3064 is a “gotcha” bill that authorizes the Department of Justice to charge an annual fee on manufacturers who sell any firearm device listed on the Department’s safety roster. It forces businesses to pay a fee to the state for the simple purposes of having a firearm safety device on the market in California and most importantly, if one of these devices falls off the certified list, responsible gun owners could be charged with non-compliance! SCHEDULED TO BE HEARD IN THE ASSEMBLY PUBLIC SAFETY COMMITTEE ON TUESDAY, APRIL 23.

SB 1253 | Gonzalez (D)
SB 1253 would prohibit a person from possessing a firearm unless they had a valid, unexpired firearm safety certificate that must be renewed every five years.  GOC opposes this bill because it will not solve the many issues that come with the criminal misuse of a firearm; rather, it puts the burden on conscientious individuals who shouldn’t need to prove they are responsible. Thank you to all who have weighed in on this bill; it’s moving through the legislative process.  IN THE SENATE APPROPRIATIONS COMMITTEE.SB 1038 | Blakespear (D)
In 2016, Proposition 63 (the Safety for All Initiative) was passed by California’s voters and one of the many negative components was the requirement that individuals report the loss or theft of a gun within 5 days.  This bill pushes that requirement to only 48 hours.
