Here’s where it says the Swiss have regulated ammo:
From the Wikipedia article, Swiss men did indeed have their rifles and ammunition at home. However, the ammunition was sealed and regularly inspected. And in 2007 they stopped issuing ammunition entirely, so you would get to your army base and only then get ammunition. You can shoot military weapons at the range, but all ammunition issued at the range must be used there. They appear to have pretty easy access to antique weapons and black powder, but that’s it.
