    California’s greedy politicians have already imposed the highest GAS TAX and CAR TAX in the nation on drivers, and now they want to impose a new MILEAGE TAX to charge us PER MILE we drive to get more of our money!” warns CA State Rep. Carl DeMaio and Chairman of Reform California.
    The California Mileage Tax (AB 1421) would require tracking every driver’s mileage and charging them 6-9 cents per mile they drive. That is the equivalent of an 80-cent-per-gallon hike in the gas tax!
    The typical California driver will be forced to pay $900-1200 a year in higher taxes just to drive on poorly maintained freeways they already paid for with the original gas and sales taxes! When you add the new MILEAGE TAX to the existing GAS TAX and CAR TAX, the typical two-car family will end up paying more than $3000 in taxes a year for just the privilege of driving in California – not including the cost of the car itself!

    The CA Mileage Tax also involves an invasion of our privacy – as it would include a tracking requirement that is still being determined by government bureaucrats. Proposed tracking methods include using transponders installed on every car to use of tracking Apps to be installed on cell phones of every driver to simply requiring individuals get their odometer readings inspected annually.

    Our first battle in blocking the tax statewide is to defeat AB 1421) in the state legislature by mobilizing public outcry and opposition to the proposal.

    Reform California plans to make the CA Mileage Tax a key issue in every close race for local and state office in the upcoming election!Second, Reform California is working with a coalition of taxpayer advocates on a ballot measure to block the imposition of any Mileage Tax without voter approval.

    A week after the November election, I joined nearly two dozen newly elected members of the state Assembly gathered in Sacramento for a closed-door training program. The group included both Democrats and Republicans — because the training was not on policy issues or politics — but on how the state Legislature itself works.

    What new legislators are taught should outrage California voters whether they are Democrat, Republican or in between.

    Worse, it explains why our state Legislature repeatedly fails to deliver on the public’s demand for change on a wide range of issues including our cost-of-living crisis, crime wave, homelessness problems, job losses and failing schools.

    First, by the time politicians take office, they already know the golden rule: Those who give the most campaign money make the rules.

    Most state legislators owe their seats to campaign contributions from corporate special interests, lobbyists and labor union bosses. Very few state legislators raise significant support from small dollar grassroots donors — making them particularly dependent on keeping special interests happy even if it means not giving the public what it wants.

    Second, legislators are taught how the lobbyists and special interests can continue to curry favor with them legally without having to report gifts from them. “You can eat their food and drink their alcohol as long as it isn’t too much or if it’s a campaign reception,” incoming lawmakers are told. Perhaps these lawmakers can buy their own meals like real people?

    Subjected to constant pressure from special interests to cancel out the voice of the people, new legislators are also taught a variety of tricks to avoid accountability.

    The first trick the state Legislature uses involves imposing bad policies on you without the state legislators having to take the blame.

    That’s why the state Legislature delegated sweeping authority to unelected bureaucrats to impose taxes, fees and mandates.

    This trick has most recently been used to impose a new tax on oil and gas and impose flat rate surcharges to your utility bills. It has even been used to impose sweeping restrictions on the way we live — such as with the ban on the sale of all new gas-powered vehicles by 2035. It is now being used to impose costly and inconvenient bans on natural gas appliances in your home.

    The second trick involves killing popular reform bills without the public knowing their own state legislator was involved.

    CalMatters recently released an analysis showing how 75% of the more than 2,400 bill proposals that died in the Legislature this past year were killed without a single vote of the legislators.

    One legislator bragged that he has never had to vote “No” on any bills. Given how many bad ideas are proposed by politicians, that should be a dead giveaway that something is wrong with the process.

    State legislators can kill bills by not referring them to a committee for consideration — or even if they are referred, the chairs of the various legislative committees can simply decide not to hold a hearing or a vote on the bill.

    In the rare cases where a popular bill opposed by the special interests gets a recorded vote, the rules allow state legislators to simply walk out of the room without voting.

    The most cynical way state legislators kill popular bills while pretending to support them is to vote for the bill in a committee and then quietly ask the Assembly Appropriations Committee to refer the bill to a “Suspense File” where it dies — again, without a single recorded vote actually opposing the bill.

    The end result is zero accountability — where state legislators kill popular ideas not desired by powerful special interests all the while telling the folks back home they really support the bill.

    Finally, state legislators are trained in all the laws politicians have exempted themselves from. That’s right — state lawmakers impose rules on ordinary people and businesses, but don’t have to follow a range of laws on a variety of things from public record disclosures to basic employment protections.

    While I won’t make many friends in the state Legislature by revealing these tricks, I believe we must reform this corrupt culture and unaccountable system.

    That’s why I’ve introduced a package of bold reforms called the Contract to Reform California. My proposals would force legislators to vote on bills before they are killed, impose a total gift ban and lifetime lobbying ban on politicians, prohibit trading stock, and require state politicians to live under the same rules as the rest of us — no special exemptions.

    As promised, here’s a quick blow-by-blow account of what happened yesterday on our first day in the CA State Legislature, our first fights against Newsom and the CA Democrats, and what we need to do in the coming weeks to go on the offensive:

    • Democrats’ Abuse of Power on Day 1: Democrats passed their Rules package stripping Republicans in the minority of their rights to have their bills heard – and just like Nancy Pelosi did with the sham J6 committee, they told us they will determine which Republicans serve on which committees!
    • Force Politicians to Read the Bills First: Of course, the Democrats Rules package was 73 pages long and they refused to give the text of it until moments before the meeting began. I want to thank my Republican colleagues for uniting to support my motion to recess the legislature for an hour to force politicians to read the bill in its entirety first before voting on it!
    • Newsom’s Anti-Trump Stunt: As expected, Gavin Newsom showed up to grandstand that he was “protecting Californian’s civil rights” by demanding millions in taxpayer funds to cover frivolous lawsuits to thwart Trump’s agenda and to hiring free lawyers for illegal immigrants.
    • Turning the Tables on Newsom: I beat Newsom to the punch at his own Special Session by introducing the first bill proposal called the “Punish Politicians for Unconstitutional Actions Act of 2025” that penalizes the Governor and state legislators with a massive 25% cut in pay every time one of their laws or mandates are invalidated by the courts for violating our civil rights. The Democrats weren’t prepared to consider ANY bills – so they adjourned the meeting quickly with no action at all, even on Newsom’s proposals.

    I’m a realist and know that we won’t be winning any votes soon – but my goal is to help the handful of Republicans we have inside the state legislature to unite with me as they did on Day 1 and fight more aggressively.

    This is a bit detailed in the beginning, but it is absolutely CRUCIAL that you read it and understand what the Democrat Super-Majority is doing right now in California’s State Legislature. Here’s what is happening – and how we need your help to fight back:

    On the heels of the sham prosecutions against Trump, CA Democrats are now abusing their power by retaliating against their political opponents and silencing minority voices in the legislature!

    SILENCING YOUR VOICE: Last week, Assembly Democrats cut off the microphones of Assembly Republicans when they made a simple motion on the Assembly floor to force a vote on a bill that would allow state law enforcement to cooperate with border patrol to deport any illegal immigrants who are found guilty as child predators. 

    REMOVING THE FIGHTERS:  Then the Democrat Assembly Speaker announced he – not the Republican minority leader – will be the one to decide which Republicans get assigned to which committees. He then removed the Republican who made the motion on the child predator bill from the Judiciary Committee as a punishment! 

    PROMOTING THE SELLOUTS: If we allow this to stand, Democrats are laying the groundwork so they will only assign RINOs and SELLOUTS as “rewards” for playing nice and capitulating. NO FIGHTERS will get any meaningful committee assignments going forward. 

    REUBLICANS MUST FIGHT BACK – NOW!

    • PUNISH THE DEMOCRATS: We need to show Assembly Democrats that their abuse of power will backfire. The best way to do that is for us to blow this issue up in the media to shame them – but also raise a TON OF CONTRIBUTIONS over this controversy and use it to flip target seats in November!

    Betrayal: How the CA Republican Party Helped Gavin Newsom Win Prop 1

    The California Republican Party took a shocking “neutral” position on Governor Newsom’s scam Prop 1 ballot measure in the March Primary Election, which ultimately passed by just a fraction of a percent. Reform California says the state Republican Party is to blame for Newsom’s victory — and that’s why we need to clean house!

    The results are finally in for California’s March Primary Election, and Gavin Newsom’s Proposition 1, passed by an extremely narrow margin — 28,000 votes out of 7.3 million cast. That came down to less than a fraction of a percentage point.

    The close vote could be seen as a referendum on or voter fatigue with Gavin Newsom, who tied the measure closely to himself throughout the campaign. The CA Governor spent $25 million on Prop 1, only to nearly go down in defeat.

    But Reform California’s Carl DeMaio is noting that the measure likely would have failed — if not for help from an unlikely source: the California Republican Party.

    In fact, the state party inexplicably took a “NEUTRAL” position on Prop 1 in the election.

    DeMaio, chairman of Reform California and a candidate for State Assembly District 75, argues that the party betrayed its voters and handed the election to Newsom with their position.

    “A ‘neutral’ recommendation meant millions of Republican voters in CA were given the impression by their own feckless party that Prop 1 wasn’t too bad and they should consider voting for it — an INSANE position to take,” said DeMaio.

    Prop 1, which was written by state politicians, deceptively suggests that the measure is a $6.4 billion bond to build treatment facilities and housing units for the homeless.

    However, Prop 1 actually raids mental health treatment funds and approves new taxpayer debt — and all the funding gets awarded to Democrat politicians’ rich housing developer friends to build welfare housing projects. These developers then pay these politicians back for the contracts by donating to their political campaigns.

    “Prop 1 effectively funds Democrats — and the California Republican Party refused to stand against that in an epic failure and betrayal of their Republican voters,” said DeMaio.

    DeMaio says that the Party’s failure to provide effective opposition to the Democrats’ agenda is why he founded the Reform California movement — to organize and actually win on these issues. And that’s why DeMaio and Reform California are already strategizing for November 2024 to roll back some of the effects of Democrats’ recent efforts.

    DeMaio outlined a 3-part plan:

    1. Protect Prop 13: Prop 13 was a signature 1978 measure that helps keep property taxes low and makes it harder for the government to raise taxes — features that tax-and-spend Democrats are eager to repeal in November 2024. The California Republican Party has so far neglected to join the fight to protect Prop 13 in November, but Reform California is already leading the fight by supporting the CA Taxpayer Protection Initiative, which will protect Prop 13 and block the Democrats costly tax hikes in November!
    2. Create a Reform CA Caucus: DeMaio and the Reform California movement are on track to elect enough principled fighters to the state legislature to create a real “opposition party” again in Sacramento – and have a real shot at breaking the Democrats’ Supermajority! 
    3. Take Over the CAGOP: Every federal and state candidate endorsed by Reform CA that wins a primary gets to appoint board members to the CAGOP. DeMaio intends to use those appointments to take back control of the party in 2024.

    “I’m going to take a lot of heat from CAGOP political insiders for revealing the truth about Prop 1 to you — but I have always pledged full transparency and honesty to you as we fight to save our state, and if that means criticizing our own party and demanding they do better, then that’s what I need to do,” said DeMaio.

    DeMaio says that if the Party were serious, they should have organized “NO on Prop 1” campaign efforts like Reform California’s website that opposed Prop 1 and informed the public on why it was a disaster: www.CleanUpOurStreets.org

    “Bottomline: had the CA Republican Party joined Reform California in opposing Prop 1, Gavin Newsom would have suffered a humiliating defeat on Prop 1 – not getting to use our taxpayer funds to help elect more Democrats,” DeMaio explained.

    DeMaio says Republican voters should not trust the CAGOP to lead the fight this November and should consider supporting Reform California and other grassroots efforts instead — until the Party gets its act together.

    California politicians are up to their dirty and dishonest ballot title schemes again – and we need your help to fight back ASAP!

    This morning at 11am I’m holding a press conference to blast California Democrats for paying dishonest signature gatherers $10 for each voter they con into signing a massive sales tax hike. The Democrats are fraudulently obtaining voter signatures by saying it is a “public safety” measure or “fills potholes” – when it is just a tax hike and absolutely ZERO funds are earmarked for safety or road repairs!

    That’s why it is CRUCIAL that we pass our California Taxpayer Protection Initiative which restores a two-thirds vote requirement for any new taxes, repeals a bunch of recently impose tax and utility rate hikes, and requires HONEST BALLOT TITLES be used going forward!

    We are fighting back by running ads warning voters NOT to sign the Democrats’ deceptive initiative – and fighting to counter the dishonest ballot title they have slapped on our reform measure. But with voters getting duped into signing a tax hike measure, we need your help ASAP!

    We just received word that the opposition campaign against our California Taxpayer Protection Initiative has contacted local elected officials in your area asking them to pass a local resolution formally OPPOSING passage of our California Taxpayer Protection Initiative.  Here’s what’s happening and why we need your help to respond: 

    Last week just hours after I shared with you the amazing news that our California Taxpayer Protection Initiative qualified for a statewide vote, the League of California Cities joined Gov. Gavin Newsom and every Democrat in the state legislature in urging local government boards to docket a formal resolution urging voters to vote NO on our measure. 

    They know passing this measure will be a GAME CHANGER that makes it harder for CA state and local politicians to raise taxes again e.g. new requirements for honest ballot titles and two-thirds voter approval etc.) 

    Through passage of these resolutions, state and local politicians are using YOUR TAX DOLLARS to try to scare voters into opposing our measure.  We must respond ASAP! 

    First, please check the docket agenda for your county, city and school governments in your area and alert us when they put their opposition resolution on.

    BREAKING NEWS: California Taxpayer Protection Initiative has QUALIFIED for a public vote on the statewide ballot!

    We’ve just received the official notice from the California Secretary of State’s office that the California Taxpayer Protection Initiative has QUALIFIED for a public vote on the statewide ballot!

    This could not have been possible without YOUR HELP and that of tens of thousands of our volunteers who collected over 1.4 MILLION SIGNATURES on this landmark state constitutional amendment to force this public vote! 

    But we can’t celebrate yet. California politicians have already raised millions in special interest money to defeat our initiative. That’s because they know our ballot measure will end their carefree tax-hiking reign of terror in California by:

    • Restoring a two-thirds vote for any tax hike – thus ending the way they imposed the car and gas takes hikes recently
    • Imposing a stricter definition on what is a “tax” so politicians can’t call them “fees” 
    • Requiring the words “tax increase” be included on the official title of any measure that appears on the ballot that contains a tax hike inside of it, and
    • Repealing dozens of tax hikes imposed after Jan 1, 2022 – immediately saving taxpayers money!
    •  One more crucial thing to know: with the recent revelation that California politicians imposed over $4.5 billion in “hidden state taxes” on our electric and gas utility bills, we’re working with our lawyers to determine how the California Taxpayer Protection Initiative can invalidate all those extra charges to save ratepayers immediately!
